Costume to compliment a scuba diver...?

my husband is going to be a scuba diver for halloween. i want to be something that compliments that... he thought a mermaid but i don't want to spend a lot of money or look slutty.

any ideas of things i could be to compliment a scuba diver?

You could be the fisherman who caught a scuba diver. You'd need waders, bluejeans, checked shirt, fishing hat with lures on it, and a fishing pole "attached" to him (don't use a real hook).
